Notice is hereby given that in accordance with Regulation 47(1) of the Planning and Development (Local Planning Schemes) Regulations 2015, the Shire of Coolgardie has prepared the abovementioned scheme amendment.

Purpose of the Amendment

Short-Term Rental Accommodation (STRA) is accommodation that is rented out for short stays, such as holiday homes or short-term accommodation booked through online platforms. In recent years, the Western Australian Government has introduced a range of reforms to better regulate the STRA sector, including a mandatory state-wide registration scheme.

As part of these reforms, changes have been made to the planning regulations to provide a more consistent approach to how STRA is defined and managed across Western Australia. The proposed amendment to the Shire of Coolgardie's Local Planning Scheme is required to ensure the Scheme is consistent with the new State planning framework.

Proposed Amendment

The amendment introduces three new land uses and associated permissibility for:

Short-Term Rental Accommodation (STRA) – Hosted - this land use refers to the properties where the owner or resident continues to live at the property while accommodating guests. This land use is permitted in relevant zones without requiring special planning approval.

Short-Term Rental Accommodation (STRA) – Unhosted - this land use refers to properties that are rented to short-term guests, with no owner or resident living there during their stay. This land use requires planning approval and will be assessed on a case-by-case basis.

Tourist and Visitor Accommodation (TaVA) – this land use replaces superseded model traditional and tourist accommodation land uses with new ‘tourist and visitor accommodation’ use (note – ‘hotel’ is retained).

The amendment also introduces revised general definitions of ‘cabin’ and ‘chalet’, revised land use definition of ‘road house’ and deletes the general definition for ‘short-term accommodation’.
